Common ECO4 eligibility signals

ECO4 eligibility is not just a benefits list. A household normally needs a qualifying route and a property that can justify funded energy-efficiency measures. The details can vary by supplier, installer and local authority route, but the checks below are the right starting point.

Benefits route

Pension Credit, Universal Credit, Tax Credits and other means-tested benefits can support eligibility where property criteria are also met.

Property route

Homes with EPC D-G or a clear insulation/heating need are stronger candidates for ECO4-funded measures.

LA Flex route

Some households qualify through council flexible eligibility, especially lower-income or health-vulnerable homes.

Property checks that matter

The property has to support the measure being proposed. Insulation grants usually depend on the wall, loft, roof or room type. Heating measures depend on the current heating system and whether insulation should come first. Solar can appear as part of a broader package, but it is not a standalone ECO4 promise for every eligible household.

Before speaking to an installer, find the EPC rating, note the main heating system, list known insulation gaps and check whether the household is an owner occupier, private tenant or landlord. These details reduce wasted calls and help avoid being pushed into a route that cannot actually fund the work.

Who qualifies for ECO4?

ECO4 eligibility usually combines three things: a qualifying route (means-tested benefits, or a council LA Flex referral), a property that needs the work (typically EPC band D to G), and a measure the property can actually support. Meeting one benefit alone is not a guarantee — the property and the proposed measure have to fit too.

When does ECO4 end?

ECO4 runs until 31 December 2026, following a nine-month extension confirmed by Ofgem. No "ECO5" has been announced; future help is expected through the government's Warm Homes Plan rather than a direct ECO successor. Funding is allocated as schemes run, so it is worth checking eligibility sooner rather than later.

Do I have to be on benefits to qualify?

Not always. Many households qualify through means-tested benefits, but councils can also refer lower-income or health-vulnerable households through LA Flex (Local Authority flexible eligibility) without a qualifying benefit. Check your council's LA Flex criteria if you are not on benefits.

What EPC rating do I need for ECO4?

ECO4 targets less energy-efficient homes, typically EPC band D to G. Homes already rated A to C are generally not eligible because they are considered efficient. If you do not have a current EPC, one can usually be arranged as part of the survey.

What if I am not eligible for ECO4?

Several other routes may fit: Warm Homes: Local Grant (England, EPC D to G, household income usually £36,000 a year or less per GOV.UK), LA Flex, the Boiler Upgrade Scheme (£7,500 towards a heat pump), the Warm Home Discount (£150, reopening October 2026) and supplier-led support.
