Which Benefits Qualify for ECO4?
To qualify for ECO4, you (or someone in your household) must receive at least one of these benefits:
Automatically Qualifying Benefits
- Universal Credit — the most common route to ECO4
- Pension Credit (Guarantee Credit element)
- Income-based Jobseeker's Allowance (JSA)
- Income-related Employment and Support Allowance (ESA)
- Income Support
- Housing Benefit
- Warm Home Discount (Core Group)
Benefits With Income Thresholds
- Child Tax Credit — household income must be £16,480 or less
- Working Tax Credit — household income must be £16,480 or less
- Child Benefit — may qualify via LA Flex depending on circumstances
Benefits That DON'T Qualify Directly
These benefits alone don't qualify you for ECO4, but you may still be eligible through LA Flex:
- Personal Independence Payment (PIP)
- Disability Living Allowance (DLA)
- Attendance Allowance
- Carer's Allowance
- State Pension (without Pension Credit)
What About Universal Credit With No Housing Element?
Any Universal Credit qualifies — it doesn't matter which elements you receive. Whether you get the housing element, child element, or just the standard allowance, you qualify for ECO4.
Can a Family Member's Benefits Count?
Yes! The qualifying benefit can belong to anyone living in the household. If your partner, parent, or adult child living with you receives a qualifying benefit, the whole household can benefit from ECO4.
What If I Don't Receive Any Benefits?
You still have options:
- LA Flex — your local council can refer you if you're in fuel poverty
- GBIS — free insulation for council tax bands A-D, no benefits needed
- Boiler Upgrade Scheme — £7,500 heat pump grant for any homeowner
