Free Loft Insulation — The Easiest Energy Upgrade
Loft insulation is the single most cost-effective way to reduce your energy bills. A quarter of your home's heat escapes through an uninsulated roof. Through ECO4 — and through LA Flex or the Warm Homes: Local Grant if you don't claim benefits — you can get loft insulation installed for free.

Do I Need Loft Insulation?
Government guidelines recommend 270mm of loft insulation. If yours is less than 100mm (about 4 inches) — or if you have none at all — you almost certainly qualify for a free top-up or full installation.

Free loft insulation for pensioners
There is no loft insulation grant you qualify for simply by reaching State Pension age. The State Pension on its own is not a qualifying benefit for any of the schemes, which is the single most common misunderstanding on this subject. What does qualify is Pension Credit. It is an eligible benefit for ECO4 until 31 December 2026, and it is one of the six benefits that qualify for the Warm Homes: Local Grant — guarantee credit or savings credit — until March 2028. If you are not sure whether you are entitled to Pension Credit, check that first on GOV.UK: it is the gateway benefit for both schemes.
If you are not entitled to Pension Credit, three routes still work. In England, the Warm Homes: Local Grant funds loft insulation in full where gross household income is under £36,000 a year, or where your postcode falls in the most income-deprived fifth of the country (IMD deciles 1–2). Separately, while ECO4 runs, your council can issue an LA Flex declaration on grounds such as a health condition made worse by a cold home. Nobody is guaranteed a grant, and the home still has to be rated EPC D to G.

Can you get free loft insulation if you're not on benefits?
In England, often yes. The Warm Homes: Local Grant does not require a benefit claim at all: you qualify on gross household income under £36,000 a year, or on a postcode in the most income-deprived fifth of England. The home has to be EPC D to G, and you have to be an owner-occupier or a private tenant with your landlord's consent. It is delivered by councils through their own appointed installers rather than on the open market, so availability is postcode-by-postcode — not every council joined. While ECO4 runs to 31 December 2026, an LA Flex declaration from your council is the other no-benefits route, and it applies across Great Britain rather than England only. In Scotland, Warmer Homes Scotland is the national route; in Wales, it is Nest.
And if none of those fit, loft insulation is the one measure worth simply buying. Against the figures in the free-versus-paid table further down this page — £500–£1,500 to have it done privately, around £590 a year saved — it pays for itself in one to three years, which is faster than any other insulation measure.
